Fortunately, while legislation that would establish a national data breach standard has yet to gain significant traction, the Obama Administration and Congress are ramping up joint efforts to establish a uniform, national law that would replace the current fabric of state requirements.

Scott Kennedy was named president of Target financial and retail service to replace long time finance executive Terry Scully.

Scott Kennedy was named president of Target financial and retail service to replace long time finance executive Terry Scully.

Scully spent nearly 35 years with Target and is moving into a strategic advisory role to ensure the smooth transition of the recently sold credit card portfolio to TD Bank Group. Scully, 60, will officially retire in March 2014. Filling his shoes as head of financial and retail services is Scott Kennedy, 44. He joined Target in 2005 and currently serves as VP of pay and benefits.

STAMFORD, Conn. -- GE Capital Retail Bank, a consumer lending unit of General Electric Company (GE), has renewed its private label credit card program with JCPenney.

The JCP consumer card program provides credit to millions of consumers who shop at more than 1,100 JCPenney stores in communities across the United States and Puerto Rico, as well as online at JCP.com.

The National Retail Federation has been outspoken in its criticism of credit card fees and now a group called the Electronic Payments Coalition that represents credit unions,banks and payment card networks is firing back, claiming that the retail lobby is making false statements regarding checkout fees.

Experian Marketing Services said that its Consumer Expectation Index shows an increasing optimism about the economy.

New York -- Experian Marketing Services said Monday that its Consumer Expectation Index shows an increasing optimism about the economy. According to the CEI, U.S. consumers’ forward-looking view of the economy is at its highest level since the onset of the recession. During the first half of 2012, the average CEI figure was 92.7, which is above the index’s average of the first six months for each year dating back to 2008. The 2012 figure measured eight points above those for the first half of 2008 and one point over those for the first half of 2011.

STAMFORD, Conn. — Sam's Club has extended its relationship with GE Capital Retail Bank, a consumer lending unit of General Electric Company. GE Capital Retail Bank will continue providing the Sam’s Club credit card program to their Advantage and Business Members. GE Capital’s Retail Finance business, the operating entity that provides financial solutions to retailers to help grow their customer sales, will continue to manage the Sam’s Club relationship and service the account.

A Western Pennsylvania woman filed a federal lawsuit last week against Target Corp. and its law firm over the chain's debt-collection practices, the Associated Press reported. The woman claims false affidavits were used to go after customers who allegedly owed money to a subsidiary bank that issues the store's credit cards.

YONKERS, N.Y. -- Consumer Reports announced that its Trouble Tracker Index has climbed for the third straight month to 58.7. The index, which tracks the depth and breadth of financial difficulties among households, has climbed up from 54.2 last month and from 53.4 one year ago.
